The Publicly Available Specification (PAS) 2035/2030 documents, published and owned by British Standards Institute (BSI), are currently undergoing a revision process.
Our friends at the Department for Energy Security and Net Zero have asked us to make our members aware that, as part of this revision process, BSI have today (Wednesday 29th March 2023) launched a public consultation on the draft version of the 2023 PAS 2035/2030 documents. This public consultation is scheduled to run for 4 weeks, closing on Wednesday 26 April 2023.

BSI PAS 2035/2030:2023 Public Consultation – Have Your Say
In order to access the consultation documents you will need to first register with BSI online and login accordingly – this is free and only takes a couple of minutes to do.
You will then have access to the consultaion documents and respondents also have the opportunity to share views on an appropriate transition period for adoption of the new PAS 2035:2023 and PAS 2030:2023 standards, allowing sufficient time for businesses and other industry bodies to comply with the proposed updated requirements.
The standards under review are as follows:
PAS 2035 Retrofitting dwellings for improved energy efficiency – Specification and guidance
This PAS specifies requirements for retrofit of dwellings, including:
a) assessment of dwellings for retrofit;
b) identification and evaluation of improvement options (energy efficiency measures, or EEMs);
c) design and specification of EEMs (whether individual measures or packages of multiple measures); and
d) monitoring and evaluation of retrofit projects.

PAS 2030 Installation of energy efficiency measures in existing dwellings – Specification
This PAS specifies requirements for the installation of Energy Efficiency Measures (EEM) in existing dwellings (not new build) and no longer covers buildings used for non‑dwelling purposes. It is intended for use by any entity undertaking the installation of any products and/or systems designed to improve the energy efficiency of such dwellings in accordance with PAS 2035.

Deadline is Wednesday 26th April and please note that only comments submitted electronically through the online portal by this date will be accepted.
