The Department of Energy Security and Net Zero has confirmed that Ofgem are the intended Administrator of the newly names Great British Insulation Scheme. As such and as part of the formal process Ofgem have now opened a consultation seeking views on their proposed administration of the scheme.

Great British Insulation Scheme and ECO4 Amendment Administration Consultation

The Great British Insulation Scheme was previously consulted on by DESNZ, the Department of Energy Security and Net Zero under it’s previous name of ‘ECO+’. It’s deliberately designed to be a predominantly single measure scheme, focusing on installing the most cost effective measures to achieve energy bill savings in as many houses as possible. This consultation, which outlined policy proposals for the scheme, took place in November 2022 with the response being published in March 2023. Ofgem invite input from any interested parties – if you’re going to be involved in teh scheme it’s your chance to influence the manner in which it will be administered.

We are consulting on our proposed administration for the Great British Insulation Scheme which will support the existing Energy Company Obligation Scheme (ECO4) in the delivery of additional energy efficiency measures targeted at a wider range of households. The Great British Insulation Scheme is intended to run from 30 March 2023 until March 2026. The Great British Insulation Scheme was previously referred to and consulted on by the Department for Energy Security and Net Zero under the name ‘ECO+’. The Department for Energy Security and Net Zero was previously known as the Department for Business, Energy and Industrial Strategy (BEIS).

The consultation asks for your feedback on a number of questions in the document. Please respond to each one as fully as you can. Once completed, you should email your response directly to Ofgem using the following email address: gbisconsulation@ofgem.gov.uk

Deadline and results

The consultation was announced and opened on 11th May 2023. It will run for 5 weeks – closing on 16 June 2023.
